Permanent Residence Permit in Ukraine (PRP) is a document confirming the right of a foreign citizen to reside permanently in Ukraine, cross the border without restrictions, work, study and conduct business in Ukraine.
Permanent Residence Permit is a document in the form of a biometric ID card, which is issued after obtaining an Immigration Permit.
Permanent Residence Permit (PRP) in the form of an ID card is valid for 10 years.
Upon expiry of the Residence Permit, it is exchanged for a new one, also valid for 10 years.
Grounds for Obtaining a Permanent Residence Permit:
Permanent residence in Ukraine is granted on the basis of obtaining a Ukrainian Immigration Permit, which can be granted to the following categories of persons (on the following grounds):
- scholars, scientists and cultural figures whose immigration is in the interests of Ukraine;
- highly skilled specialists and workers, the urgent need for whom is tangible for the economy of Ukraine, spouses of such persons, their children under the age of 18, in case of their joint entry and stay in the territory of Ukraine;
- persons who have made a foreign investment in the economy of Ukraine in foreign convertible currency in the amount of not less than 100 (One hundred) thousand US dollars;
- persons who are full brothers or sisters, grandfather or grandmother, grandsons or granddaughters of Ukrainian citizens;
- persons who previously had Ukrainian citizenship;
- immigrant's spouse, if they have been married for more than two years, his/her children under the age of 18, and his/her disabled parents, who are considered family members of the immigrant in accordance with the law of the foreign country of origin;
- persons who have resided continuously on the territory of Ukraine for three years from the date of establishing the status of a person who has suffered from human trafficking;
- persons who have served in the Armed Forces of Ukraine, the State Special Transport Service, the National Guard of Ukraine for three or more years;
- persons who have served in the Armed Forces of Ukraine, the State Special Transport Service and the National Guard of Ukraine (regardless of the period of military service) and were declared unfit for military service by military medical commissions due to health conditions resulting from diseases, injuries (traumas, contusions, mutilations) sustained while performing military service;
- persons who have been continuously residing in Ukraine on the basis of a Temporary Residence Permit for the last five years.
- one of the spouses, if the other spouse with whom he or she has been married for more than two years is a citizen of Ukraine, children and parents of Ukrainian citizens;
- persons who are guardians or custodians of Ukrainian citizens or are under the guardianship or custodianship of Ukrainian citizens;
- persons who have the right to acquire Ukrainian citizenship by territorial origin (except for persons who previously had Ukrainian citizenship);
- persons whose immigration is of national interest to Ukraine;
- foreign Ukrainians, spouses of foreign Ukrainians, their children in case of their joint entry and stay in Ukraine;
- stateless persons who have resided in Ukraine on the basis of a Temporary Residence Permit for two years from the date of being recognised stateless.
To obtain a Permanent Residence Permit, you need to prepare the following documents:
- Foreigner's passport (with a notarised translation into Ukrainian).
- A copy of a type D visa (if required).
- Documents confirming the existence of grounds for obtaining an Immigration Permit (Marriage Certificate, Birth Certificate, certificates of competent public authorities, etc.).
- Medical certificates confirming the absence of infectious and mental diseases (if necessary).
- Documents confirming the place of residence (registration) in Ukraine and the country of citizenship.
- Receipt for payment of state duty
Procedure for obtaining an Immigration Permit:
- Preparing the documents – collecting and formalising all necessary paperwork.
- Submitting an application – a set of documents is submitted to the State Migration Service of Ukraine (SMS).
- Awaiting a decision – consideration lasts for up to 6 months.
- Receiving an Immigration Permit – based on the results of the consideration.
- Obtaining a Permanent Residence Permit – after the Immigration Permit is granted, the foreigner submits documents for a Permanent Residence Permit obtaining.
- Registering a place of residence – within 30 days after receiving a Residence Permit, a foreign citizen registers his/her place of residence in Ukraine.
